Deep cover agent Wali Khan (Irrfan Khan), appointed by the Chief of Indian Research and Analysis Wing, Ashwini Rao (Nassar), was on a mission from nine years to keep an eye out for the activities of India's most wanted D-Company syndicate leader, Iqbal Seth a.k.a Goldman (Rishi Kapoor) in Karachi. On the other hand, ex-Indian Navy's Marine Commando office and under cover agent, Captain Rudra Pratap Singh (Arjun Rampal), R.A.W.'s explosives expert, Zoya Rehman (Huma Qureshi), and Aslam (Aakash Dahiya), a Mumbai thief were recruited by R.A.W., nine days before, to infiltrate Pakistan and support Wali Khan, in the mission to apprehend Goldman, who is about to break Inter-Services Intelligence protocol and attend his own son's wedding. Intelligence officers listening in on the Goldman's conversation report it to the Research and Analysis Wing director Ashwini Rao (Nassar), who in turn gets the implicit approval of the PMO for a covert operation on enemy soil.The wedding is being organised at Karachi's Baituz Zahab hotel, with the full participation of ISI officers and a Pakistani general (K.K. Raina) and who feels that Iqbal (Rishi Kapoor) will be targeted and should avoid attending the wedding. But Iqbal is adamant, and his nephew approves.
On the day of the wedding, Wali sees his wife and son off at the airport, where they are meant to fly to London, under the impression that Wali will join them there after a few days after selling his barber shop. After dropping them off at the airport, Wali goes back to his home and stages his family's death by putting three dead bodies in the house and setting the building on fire, in the hopes that the ISI will assume he and his family are dead and that they will not be put into harm's way. However, a volcanic eruption in Iceland forces all flights to Europe to be cancelled, stranding Wali's wife and son at the airport. Wali's wife becomes afraid when she realizes that she can't reach Wali on the phone, and hearing that their home was set on fire, she attempts to leave the airport and go home, but she is stopped by an ISI officer. The ISI officer, upon hearing that there are three bodies in the fire but that two of the presumed dead people are at the airport, realizes that something is amiss, and eventually informs the ISI delegation at the wedding that something is wrong. As a result of this warning, Wali, Rudra, Zoya, and Aslam's plan to capture Goldman is placed in jeopardy, resulting in Goldman escaping unscathed and the four agents having to go into hiding. Embarrassed at the spectacular failure of their operation, the Indian government disavows the four agents, leaving them to fend for themselves; only Ashwini remains their ally, but he is forced to resign by the PM, who incidentally had tacitly sanctioned the mission in the first place. Before leaving the service, Ashwini calls the four agents to warn them and tells them to seek out a contact in Karachi who will help them escape Pakistan. Only Wali and Zoya go to meet this contact, who had been given orders by Ashwini's replacement to kill the four agents on site in order to eliminate any loose ends that could implicate India in the attempted capture of Goldman. At the rendezvous point, the contact is killed, and Wali and Zoya barely escape with their lives. Aslam, having separated from the rest of the group, goes in search of his own contact to get out of Pakistan, but Goldman's nephew is waiting for him, and captures Aslam. After being tortured, Aslam gives up the names of his fellow agents, but he is rescued by Rudra, who was trying to exact vengeance upon Goldman's nephew for murdering his lover, a Pakistani prostitute. Eventually the four agents are reunited and, upon hearing on the news that Wali's wife has died and that his son is in ISI custody, decide to find a way to finish their mission, even though their government has decided to disavow them.
Goldman insists that the wedding, having been interrupted by the R&AW agents, must continue the following day. Under heightened security, the four agents decide to enact a suicide mission, hoping to drive a car bomb into the wedding facility, which would hopefully kill Goldman as well. However, before they can enact this plan, Goldman leaves the wedding prematurely, under ISI guard. The ISI decides that Goldman is too much of a liability to continue protecting, and so they decide to kill him on the way to an ISI safehouse after Goldman leaves the wedding. Before they can kill Goldman, the four RAW agents, having followed the convoy as it left the wedding, take out the ISI team guarding Goldman, and take him hostage, but only after Aslam uses the car bomb to take out the majority of the protection team. With Goldman in custody, Wali triumphantly calls Ashwini, notifying him that they have captured Goldman alive. Ashwini works to find them a safe route out of Pakistan and tells the remainder of the team to hide out until he can secure their passage. In the intervening time, Goldman taunts Wali by telling him that his wife and son are actually both still alive, and that he can arrange a reunion for Wali and his family. Wali is torn between accepting Goldman's help and finishing his mission, to the point where he shoots Rudra in order to take control of the group. The four of them hide out in an abandoned building, awaiting word from Ashwini about how to get Goldman out of Pakistan. Eventually, Ashwini calls back and tells them to be at Checkpost 35 before 6am. At the same time, Wali arranges a meeting with ISI, proposing an exchange of Goldman for his wife and child. After tying up Rudra and disarming Zoya, Wali leaves with Goldman, putting him in the trunk of his car as he drives to Checkpost 40, where he has arranged to meet with ISI. Shortly after his departure, Zoya frees Rudra and they leave in a second car.
Wali drives to Checkpost 40, hoping to see his wife and child, but is shot and killed at the Checkpost by Pakistani forces, who unbeknownst to Wali have poisoned and killed his wife and son. As Wali's car is examined, it is revealed that Wali did not actually take the car with Goldman inside it to Checkpost 40; instead, he apparently had anticipated the Pakistani betrayal, and had left Goldman in the car that Zoya and Rudra had taken. Indeed, through flashbacks, it is revealed that this was a plan hatched by Wali and Rudra in order to get Goldman to cooperate and to give Rudra and Zoya time to get Goldman across the border to India. Even with Wali's diversion, the Pakistani forces arrive hot on the heels of Rudra and Zoya, and only barely miss them before they bring Goldman over the border, where Ashwini is waiting. Once across the border, Goldman taunts them by saying that he himself wanted to come back to India and how nothing has changed in India. On a surprising note, Rudra brings the story to a close by shooting Goldman in the head, indicating that he is the face of the "New India."
